R1. Analysis and summary of the main constraints that Kazakhstan, Kyrgyzstan and Tajikistan face in order to benefit from trade opening
R2. Identification of their needs in the field of technical assistance in trade
R3. Establishment of an action plan

Identification of needs including establishment of:
- an organizational chart of the Stakeholders
- a report on existing technical assistance
- a matrix of constraints
- a needs matrix
- a set of recommendations
