FOGANDA - Mid-term evaluation of the project "FoFauPopU - For a new forest-fauna-population balance in Uganda"

Main goals
The FoFauPopU project was set up in 2019 to improve the conditions for the preservation of natural resources north of Kibale National Park, in particular by resolving issues of local economic development, food security, agricultural practices and human-wildlife conflict management. This project is implemented by the NGO Projet pour la Conservation des Grands Singes (PCGS) and the Muséum National d’Histoire Naturelle (MNHN), as well as Kinomé at the start of the project. The project is now halfway through and has already gone through various difficulties which have led in particular to a reorganization of tasks. The FFEM therefore requests a mid-term evaluation of the project in order to establish an overall assessment of the activities and their impacts, as well as the effectiveness of the partners for the implementation actions
Specific objectives
SO1. Nitidæ will mobilize classic evaluation tools, namely an objective and independent analysis of the six DAC/OECD criteria for the evaluation of development aid (relevance, coherence, effectiveness, efficiency, impact and viability/sustainability)
SO2. The evaluation will benefit from the operational expertise of Nitidæ linked to the implementation of projects in similar contexts (development of value chain in Protected Areas, community development in contexts of human-fauna conflict...) and with an "economic" approach by mobilizing its tools for analyzing market dynamics, analyzing and development of value-chains, but also analyzing landscape dynamics or support for agro-ecological transitions
SO3. Propose ways to improve the approach to support agricultural production that generates income and protects forests. This evaluation, more than a mechanical review of the criteria, should help the stakeholders in the reorganization of the project. It must therefore be operational, realistic and precise in its recommendations
